Why does Canon EOS Utility only detect my EOS 550D intermittently on Windows 8?

My Canon EOS 550D is only detected by EOS Utility sporadically on Windows 8. Windows itself sees the camera and shows device information like battery and storage, but when I open EOS Utility, the only enabled option is “Monitor Folder” and no camera control options appear.
I’ve tried the original USB cable, multiple USB ports, and running EOS Utility as administrator. Occasionally it works, but most of the time it does not.
What causes this, and what troubleshooting steps or workarounds are known to help?

This is more a workaround or side effect than a real answer, but since I installed Magic Lantern to camera, I could not reproduce this issue anymore (I had a dozen of connections since). Probably counts as a possible solution.
UPDATE 1 - Another workaround: Disconnect camera, take a few shots (1-3), connect, try again. I discovered this by accident but it seems to be good enough workaround until real solution is available.
UPDATE 2 - There is new version of EOS utility & sw available which does not have these problems.

This appears to be a Canon software/connection-order issue rather than a basic USB failure, especially since Windows can already see the camera.
Reported fixes/workarounds include:
- Update Canon software: a newer EOS Utility release reportedly fixed this problem for some users.
- Reinstall Canon software cleanly: uninstall EOS Utility and Canon CameraWindow software, restart the computer, then reinstall EOS Utility.
- Try a strict connection order: turn the camera on, let it finish booting, set it to M mode, plug the USB cable into the PC first, then into the camera.
- Temporary workaround: disconnect the camera, take 1–3 photos, then reconnect.
- One user also reported the issue stopped after installing Magic Lantern, though that’s more of a side effect than an official fix.
Since the camera is recognized intermittently, the most likely practical fix is updating or reinstalling Canon’s software, then trying the connection-order workaround.
