I want to experiment with a bleach bypass look and am looking for standalone desktop software for Windows. I’d prefer to buy software outright rather than subscribe to Adobe Creative Cloud. Is Lightroom 6 a workable option for this, and do I need Nik plugins as well? Are there other desktop options worth trying?

There is a free method for experimentation using GIMP. It's not as powerful as PS, but for experimentation - it's fantastic.
