I’m trying to understand how DxO PhotoLab 3 compares with Nik Collection 3. They seem related, but I can’t tell whether they do the same job or are meant for different workflows. Is PhotoLab a standalone photo editor, while Nik Collection is a plugin suite? Do I need Adobe Lightroom or Photoshop to use Nik Collection 3?

DxO PhotoLab is a standalone program, which you can use to 'develop' RAW files and edit your photos. The Nik Collection 3 is a set of plugins for Adobe Lightroom and Photoshop, so you need to have the Adobe Software to use the Nik Collection.

They’re meant for different roles.
DxO PhotoLab 3 is a standalone photo-editing application. You can use it to develop RAW files and edit your photos directly within the program.
Nik Collection 3 is a set of plugins rather than a full standalone editor. It’s designed to work with Adobe Lightroom and Photoshop, so you generally need that Adobe software to use Nik Collection in your workflow.
In short: if you want a main editing program for RAW processing, PhotoLab is the standalone option. If you already use Lightroom or Photoshop and want extra plugin-based tools, Nik Collection is the add-on suite.
