I want to send photos from my Sony Alpha 7R to a mobile phone without uploading anything to the cloud. I do not want to use PlayMemories Online. Is there another wireless transfer method for sending images directly from the camera to the phone?

According to Sony, their Imaging Edge Mobile app replaces Sony Play Memories:

The Imaging Edge™ Mobile app is the successor to the PlayMemories Mobile™ app. All the features from the previous app can be used in Imaging Edge Mobile.

However, this seems to also be a cloud-based solution, at least in part. Images transferred through Imaging Edge can be up to 2 MiB, which I infer to mean that images uploaded to the cloud us are limited to 2 MiB.

Yes. Sony’s Imaging Edge Mobile app replaced PlayMemories Mobile for camera-to-phone transfers. It supports the same core functions, including wireless image transfer from compatible Sony cameras.

For your use case, the key point is that wireless transfer can be done directly between the camera and phone; it does not require using PlayMemories Online cloud storage. If you want to avoid the cloud, use the app’s direct transfer features rather than any online syncing service.

One community answer notes a 2 MiB limit for transferred images, but that appears to be an inference rather than a confirmed cloud requirement. The practical takeaway is: use Imaging Edge Mobile as the current Sony-supported option for wireless transfer, and avoid any cloud-upload features if privacy is your concern.
