I’m using a Canon EOS 450D / Rebel XSi and want to use the pop-up flash as fill flash rather than full-strength flash. How do I adjust the built-in flash output, and does this work in all shooting modes?

Flash exposure compensation (Flash exp comp) is in the second menu page (second red page), second option down. You can adjust exposure compensation up or down by up to two full stops. You can also add flash exposure compensation to your "My Menu", the green menu on the end, for quick access as well. Once set to anything other than 0, your exposure compensation will work in any of the non-automatic exposure modes, such as P, Tv, Av, M, and even A-DEP.

Use Flash Exposure Compensation to control the pop-up flash output.
On the 450D / Rebel XSi, go to the menu and look for Flash exp comp on the second red shooting menu page. From there you can raise or lower flash power by up to about ±2 stops:
- move it right for more flash
- move it left for less flash
If you use it often, you can also add Flash exp comp to My Menu for quicker access.
This setting works in the camera’s non-automatic/creative modes such as P, Tv, Av, M, and A-DEP. In full auto-style modes, access to flash compensation may be limited.
