My Canon EOS 1200D was working normally, then the display stopped showing. After removing the SD card and battery for a while, a new problem appeared: almost any action—mounting the lens, changing settings, or using the mode dial—causes the pop-up flash mechanism to repeatedly click as if it is trying to release. The flash itself does not fire; it seems like the release hook is moving back and forth. If I push the hook forward, the clicking stops temporarily, but it starts again later. This happens in every mode. What does this indicate, and is there any practical fix?

IMO the camera needs to be replaced. It might be possible to have it serviced/repaired, but it will likely cost as much as replacing it with an excellent condition used one (or more).
