It has always had a built-in pop-up flash.
All the APS-C Canon dRebel bodies have always had one; it's primarily the Canon full-frame bodies and higher-end mirrorless crop bodies that do not. But only the T#i / 600D and later/higher end dRebels that have wireless flash master capability in the pop-up. And none of the pop-up flashes can do HSS.
What may have changed for you with more recent copies of the 2000D/T7 is whether it has the "crippled" hotshoe missing its center sync connector or the more standard full five-contact flash hotshoe. Upon release, the 2000D/T7, 4000D/T100, and 250D/SL3 all had a hotshoe without a sync connector. But out in the wild there have been reports of T7 copies that have it back, but I'm not 100% sure if it applies to the 2000D/1500D-named versions in different regions; and I have never heard of it having been reinstated on the T100/4000D/3000D or SL3/250D/200D II/Kiss X10.
