Why does my Nikon D7200 flash fire only on the first shot in self-timer mode?

I’m using a Nikon D7200 and set the camera to take 3 shots at 2-second intervals with the self-timer. The flash fires on the first shot, but not on the second or third. I’m using a Neewer NW-985N flash in TTL mode. Is there a setting that allows the flash to fire for every self-timer shot, or is this a limitation of the camera?

With the internal flash? Not with the internal flash. The internal flash will fire only one time in any continuous shutter mode, including self timer. See D7200 manual page 70 and also 144.
You can however use a hot shoe flash the way you want, but not the internal flash.
