I'm looking for a 16mm still photography camera that is easier to load with movie film than 110. Ideally it would have manual features such as multiple exposure capability and Bulb mode, plus a decent non-plastic lens. Were any 16mm still cameras produced with those features, or are there models that can be adapted for double exposures through their mechanical controls?

You probably will not find any that has double exposure built in. But you can find some with mechanical shutter reset/film advance and bulb mode... those are usually easy to manipulate into making a double exposure (mechanically disengage film advance during shutter reset).
Zany 16 and Rubina 16 might be contenders...
