I’m trying to confirm the construction of the Velbon PH-159Q tripod head. Is it mostly metal or plastic?

Plastic.

According to this table the PH-159Q head is used among other on the CX-560 tripod. You can find some information for example here, where it says that major components is made out of plastic.

There are some pretty good pictures in this review.

The community answers conflict, but the most specific information provided points to the PH-159Q being largely plastic. One answer references Velbon material stating that the head used on the CX-560 has major components made of plastic, and cites photos/reviews supporting that impression. Another answer found specs for the similar PH-157Q listing die-cast metal construction, but that is a different model, so it isn’t reliable proof for the PH-159Q.

Based on the evidence given, the safest conclusion is that the PH-159Q appears to be mostly plastic, or at least to have major plastic components rather than being an all-metal head.
