In digiKam, creating a new hierarchical tag from an image seems to apply the full tag path to that image, but assigning an existing child tag only applies the child itself. For example, if I use the hierarchy Tag 1 / Tag 2 / Tag 3, creating Tag 3 while tagging an image adds Tag 1, Tag 2, and Tag 3, while selecting an existing Tag 3 adds only Tag 3. Is there a setting to make digiKam behave consistently and automatically include parent tags when assigning child tags?

If I understood your question correctly, it might be the Toggle Auto setting of DigiKam.

With the Captions pane open, right-click on any one of the tags listed, go down to Toggle Auto and choose Parents.

Now when you check off a child tag, all of the other tags up the hierarchy also get checked.
