On an iPhone 4S running iOS 7.1.2, HDR photos can look good, but moving subjects sometimes create ghosting. Is there a way to access the original images used to make the HDR photo, or are those source frames discarded?

Go to Settings > Photos & Camera then find Keep Normal Photo, ensure that is on (with the slider green), and it will keep both photos it takes, when details are viewed, a little 'HDR' symbol will appear in one of the top corners of the HDR version

The built-in iPhone Camera app does not let you access all of the individual source frames used to create an HDR image. Those originals are not saved for later editing.
What you can do is keep a normal, non-HDR version alongside the HDR result. On iOS, go to Settings > Photos & Camera and turn on Keep Normal Photo. Then each time you shoot in HDR, the phone saves:
- the finished HDR image
- one standard photo version
That helps if the HDR version has ghosting from movement, but it does not preserve all of the bracketed shots that were combined to make the HDR.
If you need more control over HDR source images, you would need to use a different camera app that offers those options.
