I have an MC Soligor C/D Zoom + Macro 28-200mm f/3.8-5.5 lens and a Canon EOS Rebel T3i. I believe the lens may have an M42 screw mount. Can this lens be mounted on the T3i, and if so, what adapter would I need?

Your image could be taken a bit more from the side to show the mount better, but it looks like screwmount. If it is M42 you are in luck. You can just get one of these adapters with AF confirm chip:
If it is M39 you need "Active" adapting (with a lens), which is not recommended.
Note: Vintage lenses primes are awesome, but the technology for zooms was not so evolved. So modern lenses evolved greatly in the zooms, lesser so in primes, making vintage primes good buys. Some of them have very distinctive looks as well.

Yes—if the Soligor lens is an M42 screw-mount lens, it can be adapted to a Canon EOS Rebel T3i with a simple M42-to-Canon EOS adapter. An adapter with an AF-confirm chip may be helpful, but the lens will still be manual focus and manual aperture control.
If the lens is actually M39 instead of M42, adapting it properly is much less practical because it typically requires optical correction in the adapter, which is generally not recommended.
So the key step is to confirm the mount type first. If it is M42, adaptation is straightforward. If it is M39, it is usually not worth doing.
Also, as a general note, older manual-focus zooms tend to be less impressive than vintage prime lenses, so image quality may not match modern zooms.
