Why won’t the AF point selection button work on a Canon EOS 5D Mark II?

On one Canon EOS 5D Mark II, pressing the AF point selection button shows the focus points on the top LCD and lets you change the active point with the main dial. On another 5D Mark II, pressing the same button does not show anything on the top display.
What settings could cause this, and how can the active autofocus point still be changed?

Is is camera in full auto mode? It needs to be in M, P, Av or Tv.
It may also not be enabled if in AI Servo (continuous focus) mode - correction, it appears it is enabled, see comment.

A likely cause is that the camera is in a mode where AF point selection behaves differently.
On the 5D Mark II, AF point selection should normally work in the creative modes: P, Tv, Av, or M. If the camera is in full auto or another automatic mode, some controls may be limited.
