The first images returned by NASA's Curiosity rover appeared black-and-white, relatively small, and showed a large white border around the frame. Why didn't NASA send larger full-color photos right away?

It's a matter of file size and transmission time. As you pointed out, these are the first photos from a mission that has just landed (and which had a huge potential for failure, given the complicated and completely automated landing procedure necessary to land such a large robot).
Mars is a very long way away, and even with a very powerful transmitter and a highly-focused signal, the radio signal reaching the Earth is going to be rather low in power/amplitude. There is also a lot of radio-spectrum noise coming from all over space. Together, that means that the signal-to-noise ratio is going to be pretty low compared to short-range terrestrial transmissions. There are ways around that, of course, but they all include a rather severe restriction on the data bandwidth. High-resolution colour images take a relatively long time to transmit successfully; low-resolution grey-scale images are much, much quicker, and for an initial situational assessment, they are good enough. The big full-colour images will be coming, but they can wait a while.

The early Curiosity images were not meant to be showcase photos. They were quick, low-bandwidth engineering images sent soon after landing.
Two main reasons explain this:

Transmission limits: Mars is extremely far away, so sending data back to Earth is slow and bandwidth is limited. Smaller black-and-white images can be transmitted much faster and more reliably than large color files, especially right after a risky landing when engineers want immediate status confirmation.

Which cameras were active: The first photos came from the rover’s hazard-avoidance and navigation cameras, which are designed mainly for machine vision and autonomous driving, not high-quality color imaging. Curiosity’s main color imaging system, MastCam, had not yet been deployed at that point.
So the first images were intentionally simple: fast to send, useful for checking the rover’s condition, and good enough for navigation. Higher-resolution true-color images were expected once the mast and primary cameras were brought online.
