Why does my Canon Rebel T3i wait about 10 seconds before taking a photo?

I’m new to my Canon Rebel T3i. With one lens the shutter seemed normal, but after switching to the longer kit lens, the camera now waits around 10 seconds before taking each picture. In the viewfinder I see focus points and hear beeps, then it finally takes the shot. I’ve tried half-pressing the shutter to focus first, but it still delays. Did I accidentally turn on a setting like autofocus or a timer? How can I make it take the picture right away?

That is the self-timer which does that. Press the left arrow and you will see the drive mode menu and choose the one with a rectangle rather than a clock. It will then take a photo in a fraction of a second, almost instantly after the shutter is fully pressed.

It sounds like the 10-second self-timer is turned on, not a lens problem.
On the Rebel T3i, press the left arrow to open the drive mode options and select the normal single-shot mode (the icon that looks like a rectangle/single frame), not the clock/timer icon. In normal drive mode, the camera should take the picture almost immediately when you fully press the shutter.
Autofocus may add a brief delay if the camera is still trying to lock focus, but it should not cause a 10-second wait by itself.
