Why does Lightroom say “Can’t download comments for this collection” on Facebook exports?

I exported a photo from Lightroom 4 to Facebook and want Lightroom to refresh the Facebook comments shown in the right-hand panel. When I try, Lightroom spends some time processing and then reports: “Can’t download comments for this collection.” The photo was uploaded to my Facebook timeline photos. What causes this, and how can I fix it?

This could be caused by the Facebook Export Plugin having crashed.
This was the case when I asked this question, and after reloading the plugin, it works now.
