Why does HDR turn off automatically on my Nikon D5600?

On my Nikon D5600, the HDR option is sometimes unavailable, and when I turn it on and take a photo, it switches back to Off afterward. When is HDR available, and is it disabled by shooting RAW/NEF or RAW+JPEG? Can it be left on until I manually turn it off?

HDR (High Dynamic Range) is designed to switch off after each use. It also doesn't work in any RAW mode.
This is in the D5600 Reference Manual on page 138/139
It can not be used to record NEF (RAW) images.
