Why does a photo look different in Chrome than in Picasa 3?

I downloaded a photo taken with a Canon camera and noticed it looks different depending on where I view it. In Chrome, the image appears sharp and detailed, while in Picasa 3 the colors look altered, almost like they have been normalized or automatically adjusted. What causes this difference, and can it be turned off in Picasa?
