My Canon EOS 7D Mark II does not show shutter speed options between 1/2000 and 1/3000, or between 1/3000 and 1/4000. I expected to see speeds like 1/2500 and 1/3200. Is there a setting that controls this, and how do I enable those intermediate shutter speeds?

Your 7D Mark II's C.Fn1: exposure level increments is set to 1/2 EV, rather than the more common (default) setting of 1/3 EV. All you have to do is change this setting to 1/3.

Be aware, this setting also affects aperture, exposure compensation, flash exposure compensation, and auto exposure bracketing. Basically, everything except your ISO increments, which is controlled by the ISO speed setting increments just below it.
