I have two tripods from different brands, and on both of them the camera/phone mount won’t reliably stay at the angle I set. The camera slowly drops out of position, especially with heavier gear, and in a few cases the tripod has become unstable.
Each tripod has a knob that I thought was for locking the angle, but even when I tighten it firmly, the head still seems loose. Are both tripods likely defective, or could I be using the wrong control? Is there a practical fix or workaround for keeping the head from slipping during a shoot?

Try tightening the long handle below the big text in your picture. That's the knob for pitch-lock.
The knob your arrow points at is for the pivot (or yaw) lock.
Also, the "correct" terms just hit me:
- "Pitch" -> Tilt
- "Pivot" -> Pan
