Is it safe to turn the focus ring on a non-full-time-manual lens when the camera is off?

My lens manual says not to turn the focus ring while the lens is in autofocus mode because it does not support full-time manual focus. Does that warning still apply when the camera is turned off? One reason I ask is that people sometimes twist the focus ring to retract or shorten a lens before putting it in a bag. My camera body does not have an in-body focus motor. How much risk is there in doing this, and is switching the lens to manual focus first the right approach?

Not having full time manual focusing still means you have both Auto and Manual modes, if I am correct. With lenses that have a manual mode I have not faced any problem at all- I do this regularly. After turning off the camera, I switch to manual, twist it to shortest length and switch back to Auto to keep it in place.

The safe approach is simple: switch the lens to MF first, then adjust focus or retract it, and switch back to AF if you want afterward. That disconnects the autofocus drive so the focus ring can move the optics normally.
