Why is the focus ring and AF/MF switch stuck on my 18-200mm lens?

My 18-200mm lens has a manual focus ring that will not turn at all. The AF/MF switch is also stuck in autofocus mode and will not move to manual. I tested other lenses on the same camera and they work normally, and this lens behaves the same way on another camera body. What could cause both the focus ring and the autofocus/manual switch to seize up?

If I recall correctly, the auto/manual switch doesn't lock anything. Rather, in auto mode, it just allows your camera body to override the human operating the focus ring.

That fact both the switch and the ring are seized implies the lens needs servicing.
