Is a quiet continuous noise in Canon 40D Live View normal, especially with the EF-S 55-250mm IS lens?

When I enable Live View on my Canon EOS 40D, I hear a faint continuous noise, like a small fan. The camera is quiet in normal viewfinder shooting. After testing, the noise is not present with no lens attached, and it does not happen with another lens. It only occurs with my Canon EF-S 55-250mm IS lens. Is this normal behavior in Live View, or could it indicate a problem?

With some image stabiliser lenses this is normal. Just like when you hold the trigger half pressed, the IS keeps running. If the IS motors are audible, the noise will come from the lens continuously.

Yes, this can be normal. With some Canon lenses that have image stabilization, Live View keeps the IS system active continuously, similar to holding the shutter button half-pressed. That can produce a faint ongoing hum or whirring sound from the lens. Since you confirmed the noise only happens with the EF-S 55-250mm IS and not with another lens or with no lens attached, the lens’s IS is the likely cause rather than the camera body. If the sound is very quiet and the lens otherwise works normally, that points to normal operation. If the noise becomes unusually loud, changes suddenly, or the lens shows focusing or stabilization problems, then having it checked by a Canon-aware repair shop would be sensible.
