How do I set up a Yongnuo YN560 IV with RF-603N II for off-camera flash on Nikon?

I'm trying to fire a Yongnuo YN560 IV off-camera using RF-603N II transceivers on a Nikon camera, but the flash won't trigger. My camera is in manual mode at 1/200 sec, f/8, ISO 100. I set both RF-603N II units to channel 1, and I had both transceivers in TX mode. I also set the YN560 IV to channel 1 and TX mode. What is the correct transmitter/receiver setup for this combination?
