How can I transfer photos from a Canon EOS 20D on 64-bit Windows?

Canon does not appear to provide native 64-bit drivers for the EOS 20D. Is there a workaround for using the camera with Windows Vista x64, and would upgrading to Windows 7 x64 help? I mainly want to transfer images, but I’m also wondering whether Canon’s camera control features will work.

Yes—there are workable options, but with limits. For basic image transfer, the EOS 20D should work over standard PTP/MTP-style camera transfer, and a card reader is often the simplest and most reliable solution. Many users prefer a card reader because it avoids driver issues, can be faster, and makes the files available like normal folders.
If your goal is viewing RAW thumbnails/previews in Windows, Microsoft’s Camera Codec Pack added support for the EOS 20D and other Canon models.
What you likely won’t get on 64-bit Windows is full Canon software support for older cameras, especially remote control/tethering features, because that depends on Canon’s own 64-bit drivers/software. Upgrading from Vista x64 to Windows 7 x64 does not automatically solve that driver gap. On Windows 7 Professional, XP Mode may help with some 32-bit software, but it’s not a guaranteed fix for camera control.
So: for transferring images, use PTP or, better yet, a card reader. For full remote-control features, support may remain unavailable on 64-bit systems for this older camera.
