How can I stop Photoshop CC’s Crop tool from snapping to the image edges?

In Photoshop CC, the Crop tool keeps snapping to the image boundary, which makes very small rotations (around 1° or less) and precise crops near the edge difficult. How can I disable this snapping behavior so I can crop and rotate more accurately?
