I accidentally loaded V860 firmware v1.3 onto a Godox TT685 II-C, and now the flash shows an E9 error. Can this be fixed by reinstalling the correct firmware, and where can I get the proper TT685 II-C firmware file?

The only way to fix an E9 error is to reload the correct firmware image onto your flash, if you can.
But since it's such a new model, Godox hasn't published any firmware updates on their website, yet. You will probably have to contact Godox support, or the retailer where you purchased your flash, to get a copy of the right firmware image file to use with the G3 updater. If you got a Flashpoint version from Adorama, contact Flashpointlighting support instead of Adorama's sales support. They may ask you to exchange your unit instead.

An E9 error after loading the wrong firmware is typically fixed only by reloading the correct firmware for that exact flash model, if the unit will still accept an update.
For the TT685 II-C, the main issue is that Godox may not have publicly posted the correct firmware file yet, especially if the model is still relatively new. In that case, your best option is to contact Godox support directly and ask for the proper TT685 II-C firmware image and instructions for use with the Godox G3 updater.
If your flash is a Flashpoint-branded version, contact Flashpoint Lighting support rather than general store sales support. They may provide the correct file or advise an exchange if recovery isn’t possible.
Important: only install firmware made for the exact model and mount version of your flash.
