I’m using the same version of Adobe Lightroom on two Windows 7 Pro 64-bit computers and want the interface and behavior to match on both systems. I’m not trying to move a catalog—just my Lightroom preferences such as layout, display options, and import behavior. Is there a preferences file I can copy from one machine to the other?

According to Adobe's Lightroom help, in Windows the preferences file is located at C:\Users\[user name]\AppData\Roaming\Adobe\Lightroom\Preferences\Lightroom 5 Preferences.agprefs.

Yes. On Windows, Lightroom stores its preferences in a single preferences file, so you can copy that file from one computer to the other.
For Lightroom 5, the file is located at:
C:\Users\[user name]\AppData\Roaming\Adobe\Lightroom\Preferences\Lightroom 5 Preferences.agprefs
