I want to take one photo each day from the same bridge on my commute and turn them into a timelapse. I can't leave a camera or install a permanent mount, so I'll be shooting handheld with my phone.

Is there an app that can overlay a previous photo as a ghost image while composing the next shot, ideally while also letting me reuse the same capture settings? If not, what's the best practical way to keep framing as consistent as possible day to day?

Find a camera reference to function like the mount you linked to. It could be a railing post, same spot on a tree, a stick you placed into the ground, etc.

Place your camera on/against the reference. Focus on the same thing using the same focus point each time using the same zoom level. And use the pitch/roll indicator to insure the shot is level... you might need to enable it.

If you record the settings used it should be easy enough to use them again.

No matter what you do there will likely be a need for slight alignment and cropping of the images since the camera is not fixed in position... depending on how critical you are.
