I want to start photography as a hobby and have about a $200 budget. I’d like manual exposure controls and, ideally, RAW capture. I’m not sure I need interchangeable lenses yet, so I’m wondering whether a point-and-shoot, smartphone, or an entry-level mirrorless/DSLR would make the most sense. Are there good beginner options in this price range, and is it reasonable to start with a fixed-lens camera if I’m not ready to invest in lenses?

A smartphone is the most obvious solution to me. You don't need a fancy camera(i.e. DSLR) to be a photographer. Explore the tag on this site for great examples of why many are choosing smartphone photography these days.
