Does the frame counter reset when rewinding film on Nikon film cameras?

On my Nikon film camera, the frame counter stays at its current number while I rewind the film and only resets when I open the back. Is that normal, or should the counter move back during rewinding?

It's been a while, but as I remember it the actual frame count does not decide when the the film should be rewound. When the film comes to a stop the film is rewound. And yes, the frame count is reset first when the back is opened.
