I’m considering looking for work in photo retouching and image processing. I already have experience editing my own photos in Photoshop and hold a B.S. in Electrical Engineering. What education or certifications, if any, would help me get hired? Are clients likely to care more about credentials or about a portfolio and turnaround time?

Who is your target market?
You generally only need a portfolio of work that is what your clients are looking for, and a good reputation for turnaround time.
Nobody cares about certifications. They care that you can deliver usable edits on time.
