Canon Rebel XS won't release shutter in manual focus with EF-S 55-250mm

My Canon Rebel XS sometimes refuses to take a photo when using an EF-S 55-250mm lens set to MF. The image looks sharp in the viewfinder, but pressing the shutter only makes the focus confirmation light blink. If I switch the lens back to AF, the camera will take the shot; switching to MF again can make the problem return. The lens works normally on a Canon T2i in both AF and MF. Cleaning the lens contacts did not help. What is the most likely cause, and is this a lens issue or a camera setting/body issue?

Since you have tested the lens on a T2i, the problem is mostly with the older body. Get it serviced. I guess, there must be some discrepancies with the lens contacts on the XS body.
