In Apple Photos on macOS, I can edit only the Title, Description, and Keywords shown in the Info window. Can Photos edit any other EXIF or IPTC metadata fields for images in its library, either individually or in batches? If not, are third-party macOS tools needed?

Within Photos, the only EXIF or IPTC data you can edit directly is what you see in the info window.
There are some batch EXIF editing tools available for macOS on the Mac App Store:
(I've not used either of these, so have no idea how well they work.)

Generated from our catalog & community — verify before relying on it.
Apple Photos on macOS only lets you edit the metadata fields exposed in its Info window—typically title, description, and keywords. It does not provide built-in editing for arbitrary EXIF/IPTC fields, and batch editing of broader metadata is not available there either.
If you need to change additional EXIF or IPTC metadata, you’ll need to use a third-party tool outside Photos. Community answers mention macOS apps such as Photos EXIF Editor and EXIF Editor as possible options.
So the practical answer is: within Photos, no; for broader or batch metadata editing, use external software.
