I want to use a Nikon ML-L3 remote with a Nikon D5200 for long exposures around 10–15 minutes. Can the camera do this with the remote, and do I need to hold the remote button for the whole exposure, or press once to start and again to stop?

Yes you can, in full manual mode on the D5200 you can use Time mode which is a shutter setting in full Manual mode to do so. You will need to click the button once to open it and again to close the shutter. The full reference manual even suggests using the ML-L3 specifically (page 60).

Yes. On the Nikon D5200, in full Manual mode you can use Time mode for long exposures with the ML-L3 remote. In Time mode, you press the remote once to open the shutter and press it again to close it, so you do not need to hold the button down for the entire 10–15 minutes. The camera’s reference manual specifically mentions using the ML-L3 for this kind of operation.
