Can the Godox X5 be used by itself as a transmitter for other Godox flashes?

I’m looking for a very small, inexpensive Godox transmitter. I’ve seen the Godox X5 sold separately and read that it can fire an iT32 off-camera. Can the X5 be used on its own, without owning an iT32, to trigger a different Godox flash system?

NO. You cannot use the X5 without an iT32.
The X5 charges off its magnetic connection to the iT32 and has no other charging method. And that connection is also the only way to set a channel and ID, and the only way to update its firmware.
The reason it’s sold individually is to accommodate the multiple-system shooters who want to use the same iT32 on different brands of cameras in TTL and HSS. You can “rededicate” the system the iT32 works on by swapping out the X5 as its foot unit.
It is also a very primitive transmitter, even if you’re using it with its paired iT32. It only has two additional functions to firing the flash over radio. You can switch it between TTL and M; and you can nudge the power up and down with + and - buttons. That’s it.
And it’s even less function if you try to use it with any other Godox 2.4 GHz-equipped flash: all you can do is fire the remote flash, and only if it’s in Group A. There’s no group, TTL, TCM, HSS, MULTI, zoom, etc. etc. control. It’s a purely manual trigger at that point. It’s nothing like using an X3 transmitter.
If the iT32 is attached to the X5, then you get the same transmitter control as you would with any Godox TTL flash used as a transmitter: groups, TTL, HSS, Multi, 2nd curtain, etc. But you also have the same limits vs. the dedicated tranmsitters: you’re limited by the flash’s function (i.e., 1/128 as your min power setting; 1/16 as min. power in HSS, no remote TCM or modeling light control, no finesse settings like Shoot modes or distance settings, and no SCAN capability to find the least-crowded channel).
In short, the X5 is not a substitute for any of the other X-named transmitters in the Godox 2.4 GHz radio system. Think of it more as a FlashQ with TTL for more brands and not as a miniature X3.

No. The X5 is not meant to be used as a standalone transmitter.
Based on the community answers, the X5 depends on the iT32 for key functions: it charges through the iT32’s magnetic connection, and that same connection is used to set the channel/ID and update firmware. So without an iT32, the X5 is effectively unusable.
It’s sold separately mainly for photographers who use multiple camera brands and want to swap the X5 foot unit to change which camera system the iT32 works with.
Even when used as intended with the iT32, the X5 is very limited. It mainly provides basic radio firing, plus switching TTL/M and small power adjustments. If you want a standalone Godox transmitter for broader compatibility and control, you should look at one of Godox’s regular X-system transmitters instead.
