In Photoshop’s Print dialog, there’s an option to preview a simulated paper white. Is there a way to see that same paper-white simulation in the full-size main workspace while editing, not just in the print preview?

Check your options in View → Proof Setup → Custom...
You can tune the display options there.

To quickly toggle color proofing on/off choose View → Proof Colors. You could also use the keyboard shortcut ⌘ + Y or ctrl + Y.

Yes. In Photoshop, use soft proofing in the main workspace.
Go to View > Proof Setup > Custom… and adjust the proof/display options there, including the paper-white simulation settings for your printer/profile setup. Then toggle the preview on and off with View > Proof Colors.
Shortcut: Ctrl+Y on Windows or Cmd+Y on Mac.
This gives you the same kind of simulated print/paper preview in the regular editing window rather than only in the Print dialog.
