Can I use the Canon GP-E2 off the hot shoe on an EOS 7D?

I have a Canon EOS 7D and understand that, with the required firmware update, the Canon GP-E2 GPS Receiver can connect via USB. If it connects by USB, does that mean it does not need to sit in the camera hot shoe, so I could still use a flash directly on the hot shoe? Also, what are practical ways to keep the GP-E2 mounted or close to the camera when using it this way?

The EOS 5D Mark III and EOS 7D require a firmware upgrade to be compatible with the GPS Receiver GP-E2, which will be available soon
To my understanding you can in fact use the GPS unit separately or on the hotshoe. When you use it separately you have to connect it to the camera via usb.
As for holding it close to the camera I recommend that pocket protector shirt in your closet!
Or you could get a hotshoe bracket like the AB-E1. Good luck!
EDIT:
I should also note the limitations for the 7D
When the EOS 7D is used with the GP-E2 the following restrictions will apply: a) geotagging function will not work for movies while recording; b) geotagging features will not work for movies when using the Map Utility; c) electronic compass information and automatic time setting is not available; d) transmission via the hot shoe is not possible.

Yes. On the EOS 7D, the GP-E2 can be used off the hot shoe as long as the camera has the required firmware update and the GPS receiver is connected via USB. That means you can keep the hot shoe free for a flash.
If you want the GPS unit physically attached near the camera, common options mentioned were:
- keeping it in a pocket while connected by USB
- using an accessory/hot-shoe style bracket such as the Canon AB-E1
Be aware of the 7D-specific limitations with the GP-E2: movie geotagging does not work while recording, movie geotagging is not supported in Map Utility, and electronic compass information and automatic time setting are not available on the 7D.
