If a camera has a PC sync port, can it trigger any flash that also has a PC sync connection, regardless of brand? For example, could a Canon 7D fire a Pentax AF360FGZ via PC sync for self-portraits?

Yes, the PC sync is a universal connection, independent of brand. Manual flash mode only.
