I’d like to review images on my Sony A7 III without the camera first starting up in shooting mode. Is there any way to turn it on directly into playback mode, rather than powering on normally and then pressing the playback button?

No—on the Sony A7 III, there is no normal option to power on directly into playback mode. The standard method is to turn the camera on first, then press the playback button.
The manual does note a special case: if the camera is connected to an active TV over HDMI, it may enter playback mode when powered on, although even there it is not guaranteed. Outside of that scenario, the camera starts up normally before you can review images.
