On a Sony A7, is there a way in Manual exposure mode to meter once, automatically set the remaining exposure value, and then keep that setting locked until I choose to meter again?

For example, I want to work in Manual so shutter speed and aperture stay where I want them, but I’d like the camera to meter a scene, set ISO automatically, and hold that exposure rather than changing continuously as the framing changes. Is there a button or custom setting for this on the A7?

No. This is a function of some cameras, most notably those of Pentax, yet these are the exception rather than the norm.
