I’ve scanned thousands of slides and the files currently have no metadata. I’m looking for a Windows application that lets me efficiently add IPTC keywords to each image, preferably with keyboard-driven entry and autocomplete or suggestions based on previously used keywords.

IPTC maintains a list of software programs that support IPTC metadata. That would be a good place to start in finding the tool that fits your needs. They list:
