Why will my Fujifilm X-T2 fire a flash only on the first shot?

My Fujifilm X-T2 will trigger an on-camera flash for the first exposure, but not for the next shot unless I power the camera off and back on. This happens with both a Godox TT685F and the Fujifilm EF-X8, in single-shot mode with the mechanical shutter, and in both TTL and manual flash modes. Batteries are charged, the hot shoe contacts have been cleaned, and the flash icon shows as connected. A factory/settings reset has already been tried. What should I check before assuming the camera needs service?

The recycle time on the ex-f8 is very long–about 3 seconds I think. Make sure your flashes are charged before firing the second time
