I opened a JPEG in GIMP and tried to use the Perspective tool, but dragging the handles doesn't transform the image. What would cause this, and how can I fix it?

That's because you inadvertently selected the "Perspective Clone" tool instead of "Perspective".

The most likely cause is that you selected the Perspective Clone tool instead of the regular Perspective transform tool. They have similar names, but Perspective Clone is for cloning with a perspective effect, not for directly transforming the image layer.
Switch to the standard Perspective tool in GIMP’s transform tools, then try again on the active layer or selection.
