Why is my Sony a7C II shutter speed stuck at 1/48s in Manual mode?

On my Sony a7C II, when I switch to Manual mode I can adjust ISO and aperture normally, but the shutter speed will not go slower than 1/48s. Turning the dial further does nothing. I also noticed that in another mode one dial seems to change shutter speed and aperture together to keep exposure at 0.
I have mechanical shutter enabled and silent mode disabled. I also tried Bulb settings and turning off stabilization, but neither changed this limit.
What setting causes the shutter speed to stop at 1/48s, and how can I restore normal shutter-speed control?

Finally found:
- Menu
- Shooting
- Shutter/silent
- Anti-flicket Set.
- Var.Shutter -> turned that to Off.
