Why does my Nikon D3500 only show or transfer JPEGs when shooting RAW+JPEG?

I’m using a Nikon D3500 and set it to record RAW+JPEG. In playback I only see one version of each photo, not two separate files. When I import photos to my phone with SnapBridge, I only get JPEGs. How can I access and transfer the RAW (.NEF) files, and is there anything in camera settings that could prevent RAW from being recorded?

According to this Nikon page, NEF transfer in SnapBridge is only available if your camera supports WiFi (Bluetooth would likely be too slow), and as far as I can tell the D3500 has no WiFi.
