My Canon EOS Rebel T3i intermittently won’t release the shutter. Sometimes I can take one shot, then the next press won’t do anything even after waiting a moment. Other times it won’t take a picture at all and I have to stop using it. I’ve already tried fresh batteries, so it doesn’t seem to be a power issue. The camera is about 4.5 years old and may have a fairly high shutter count. Could this be a failing shutter, or are there other things I should check first?

Do you have focus priority or shutter release priority? Do you have a filter on the lens that may effect focus? Is there a pattern to when this happens? One pattern I have seen is taking a camera from an air conditioned vehicle into a hot summer day. This can create a slight condensation on the filter which prevents the autofocus from locking in. If you have focus priority this can be an issue.
