Why does my Canon 60D mirror stay up in Manual mode but work in Auto?

I bought a used Canon 60D with a low shutter count. At first I had some battery-life issues, and now in Manual mode the shutter seems to stay up after I press the button. In Auto mode it works normally. What could cause this?

From the behaviour you describe, I definitely think your battery is dead. It doesn't explain your "shutter" problem.
