Why does Hugin stack all my panorama images instead of aligning them?

I’m stitching a panorama in Hugin. Automatic control-point detection seems to find good matches, but in the panorama preview all of the images are placed directly on top of each other instead of being arranged into a panorama. Microsoft ICE stitches the same source photos correctly. What step am I missing in Hugin?

I suspect you haven't "Aligned" the images.
In the latest version (2013.0.0, released a few weeks after your question was posted) it's a bit simpler / more obvious what to do in the 'Simple' interface mode (the default).
For a lot of simple cases it's a matter of just clicking the 3 buttons in order:
- Load images...
- Align...
- Create Panorama...

Finding control points alone is not enough in Hugin. After loading the photos and generating control points, you also need to align/optimize the images so Hugin computes the camera and position parameters. If you skip that step, the preview can show all images stacked in the same place.
In newer Hugin versions, the usual workflow is:
- Load images
- Align
- Create Panorama
If you’re using the more advanced interface, run the optimizer in the Optimizer tab (or use the Align step, which does this for you). Once Hugin has optimized the camera geometry from the control points, the panorama preview should place the images correctly.
